++ As top security officials from the High Level Group on the Merida Initiative met U. S. Secretary of State Hillary Clinton said the United States accepts its responsibility with regard to the drug trafficking problem. She said that the government of President Barack Obama is seeking to have the U. S. Congress approve a 310-million dollar aid package for Mexico to help combat crime. ++ The U. S. and Mexican governments agreed to reduce financial flows to drug traffickers, dismember criminal gangs, strengthen justice and security institutions, create the 21st Century Safe Border program and also a social mechanism to provide support to communities wracked by organized crime. ++ U. S. Secretary of State Hillary Clinton met with Mexican President Felipe Calderón at Los Pinos. . . After the meeting, officials issued a press release saying that during their meeting Calderón underscored the need that both countries redouble their efforts to combat transnational organized crime in a comprehensive manner, on both sides of the common border. ++ Head of the PRI Senate caucus Manlio Fabio Beltrones said that the Mérida Plan has fulfilled its goal and is currently insufficient. ++ President Felipe Calderón sent a letter to the rector of the Tecnológico de Monterrey technological institute Rafael Rangel to express his condolences for the deaths of two students caught in the crossfire between the army and criminal armed gangs … He pledged to clarify the deaths. ++ The Attorney General’s Office will investigate the killings of two Tec de Monterrey students… The investigations are focusing on what are being called homicides. ++ The National Governors’ Conference unanimously approved creating a single police command in all 32 states to take on the challenges of crime in Mexico. ++ Speaking in Reynosa, Tamaulipas, Interior Secretary Fernando Gómez Mont said that in order to avoid that state from falling into violence, joint actions will be taken with local authorities to protect citizens. ++ Sixteen years since Luis Donaldo Colosio was assassinated on March 23, 1994, lawmakers and former PRI leaders paid homage to the slain presidential candidate.
