Chihuahua Governor José Reyes Baeza said that beyond niceties, the truth is that a social and citizens emergency prevails in Ciudad Juárez. ++ Despite growing insecurity in Mexico, authorities allotted the funds failed to spend 790 million pesos aimed for security measures in the country’s cities and towns, said the chairman of the Senate Federal Security Committee, Felipe González. . .
