++ President Felipe Calderón warned that military and federal forces would persecute criminals relentlessly until they understand that the only authority is that emanating from the State… He insisted that he would confront criminals until they understand that Mexico shall not be dominated by “a ridiculous minority mounted on fear, corruption or the cowardice of many. ”++ Senators Manlio Fabio Beltrones, of the PRI, and Santiago Creel, of the PAN, backed the proposal made by the National Governors Conference to create a National Police and 32 for each of the states. ++ The Commander of the Fourth Military Region, Guillermo Moreno Serrano, denied that the Army tried to cover up the identity of the two students from the Tecnológico de Monterrey who were killed in the crossfire during a shootout last Friday between troops and hired gunmen. ++ UNAM rector José Narro said it was regrettable that organized crime was striking at civilians and murdered two students from the Tec de Monterrey technological institute in Nuevo León. ++ A federal judge indicted Carlos Beltrán Leyva, brother of Arturo Beltrán Leyva, known as “El barbas”… He is accused of drug trafficking and illegal arms possession. ++ In Washington, the U. S. administration named 54 alleged Mexican drug cartel lieutenants and enforcers as drug kingpins under the Foreign Narcotics Kingpin Designation Act. The drug kingpins mentioned are linked to the Gulf cartel and the Los Zetas hit men. ++A district judge granted a legal protection writ or amparo to Julio César Godoy Toscano, brother of Michoacán governor Leonel Godoy Rangel… The judge said evidence was insufficient to arrest him for alleged links to narcotics traffickers…
++ A child was killed and another seven injured when a van transporting students from a primary school in Mexico City overturned. ++ The Mexican Supreme Court is set to discuss whether it grants a legal protection writ or amparo to the Mexican Electricians Union after the Companía de Luz y Fuerza del Centro power utility was shut down, following a presidential decree in October.
